Developmental Disabilities Services and Facilities Construction Amendments of 1970 – Federal Law

This Federal amendment to the 1963 Community Health Centers Act gave states the responsibility for making and implementing plans for comprehensive community services for people with disabilities, added coverage to populations with conditions like cerebral palsy and epilepsy, and introduced the term “developmental disability”.

It also created State Councils on Developmental Disabilities, charged with advising the Governors of their states on issues around Developmental Disability and advocating for systemic change to better the lives of people with developmental disabilities in their state.
